I. Introduction EU -PRONET is to be a network of organizations and individuals: Public Administrations, healthcare organizations, public-interest groups and chambers of commerce working in coordination through the local Regional Development Associations ( Regionalní Rozvojové Agentury). The network will be configured for security, user-~endliness and reference services. The principles of the European Commission program IADS ( Integrated Applications for Digital Sites ) will be used to offer services to the users. There will be a standard format for users to make secure communications, conclude electronic commerce and to receive support and reference services. Specific services, tailored for the needs of a specific, user, locality or group of localities will be implemented in cooperation with the locality. EU-PRONET is a new way of thinking about networks. Instead of the traditional hierarchy of power where the top decides the rules and everyone below struggles to keep up, EU-PRONET uses modem technology to allow any region of the Czech Republic to become influential not just within the Republic but globally. EU-PRONET provides the infrastructure, the methodology and the expertise to realize specific applications to unlock the capabilities of individuals and organizations wherever they are located. II. II. Sample Applications Creating Centers of Innovation The central project of EU-PRONET is that participating members create centers of innovation. The purpose of using modem telematics is to release the talents of individuals and organizations wherever they might be located. Sample projects developed through the EU and currently functioning are: A. Making Commerce International on the Web Everyone agrees that internet commerce is the way ahead for both small and larger companies, but there are many critical questions to be resolved to make this a living reality. The EU is funding projects aimed at making this into reality now, such programs include: 1. ICE-TEL - Internetworking Public Key Certification Infrastructure for Eumpe This project has provided solutions for secure communication of data necessary for commercial exchange over the internet. 2. TACTIC - Transversal Approach in Consumer Law A~ects for Telematics Implementation in the Cbmmunity This project focuses on creating the legal groundwork necessary for the progress of ecommerce. 3. TAMCRA-Telematics Applicadons to Create Alternative Marketing Channels for SMEs in Urban and Rural Areas. This is a project to help SMEs to use telematics to market their products across the EU
Some of the most innovative work in Telematics involves healthcare because of the need for realtime, crucial information exchange so there have been many projects developed in this field. 1. OPHTEL - Telematics in opthamology Services allow for multimedia-based consultation and transmission of information (including real-time pictures) for patients suffering from eye disease. 2. MERMAID - Medical Emergency Aid Through Telematics This is an integrated 24-hour multi-lingual worldwide emergency service to transfer medical expertise via satellite and ground-based ISDN networks. 3. IAEVA - A Distributed Multimedia Database and Environment for Virtual "Walks" of 3D Models of Human Organs. A low-cost tool for computerised instruction in anatomy, cost-efficient for both students and professionals.
C. Public Administrations Contacting Citizens The internet provides a perfect opportunity for improving the capacity of governments to serve their citizens. Some of the most revolutionary services have been developed in this field and telematics offers public administrations their best opportunity to offer citizens better services while containing costs. Some services already offered in the EU are: 1. DALI - Delivery and Access to local Information and Services The project uses multimedia services to allow citizens to transact business with a variety of government offices, while providing the government with integrated information channels. 2. IRDSS - Integrated Regional Development Support Systems This project allows for less central regions to more effectively develop their potential through network links to more central regional economies.
Tourism can be a driving economic power for regions all over Europe. Recognizing this the EU has developed a number a programs to specifically utilize the Internet's potential for electronically traveling to increase actual travel. 1. MINTOUR - Multimedia Information Network for Tourism This system has gathered together information from the participating nations official tourist authorities and presents it on the web in a coherent manner, offering methods for all businesses involved in tourism to take advantage of web distribution.
As well as making programs to use the benefits of modern communication, there are programs to continue the evolution in communications. 1. VODIS - Advanced Speech Technologies for Voice Operated Driver Information Systems This involves the creation of a device for verbally controlling in-car navigation,communication and entertainment facilities. 2. MULINEX - Multi-lingual Indexing, Navigation and Editing Extensions for the World Wide Web A software tool providing advanced multilingual facilities for access, navigation, browsing and filtering of multi-lingual information. There have been many other projects in these areas and even more importantly, there are many more developments that need to be made. EU-PRONET provides the way for groups in the Czech Republic to not only receive the benefit of projects that have already been developed but to participate in the creation of new services. The potential is there to develop a project, find partners in development and finance and subsequently to have the whole world open for distribution. EUPRONET will see that the infrastructure is available and that the lines of communication are always open but the real successes of EU-PRONET will be developed by the members themselves.
